South Carolina Technology Student Association Constitution and Bylaws
ARTICLE I NAME
The official name of this organization shall be the South Carolina Technology Student Association and may be referred to as SCTSA.
ARTICLE II PURPOSES
Section 1 The purposes of the Association are:
1. To assist local chapters in the growth and development of TSA.
2. To assist local chapters in the development of leadership and citizenship in social, economic, scholastic, and civic activities.
3. To increase the knowledge of our technological society.
4 .To assist industrial technology education students in the making of informed and meaningful occupational choices.
ARTICLE III ORGANIZATION
Section 1 The South Carolina Association of TSA is an Association of chartered local chapters within the state of South Carolina.
Section 2 The administration of South Carolina TSA will be vested in the State Executive Committee, comprised of the State Advisor and State Association elected officers.
ARTICLE IV MEMBERSHIP
Section 1 Membership in the South Carolina Association of TSA shall be through the chartered local chapters of the State Association.
Section 2 The South Carolina Association will be chartered as a member of TSA, Incorporated, upon the approval of the Board of Directors of TSA, Incorporated.
Section 3 Classes of membership which shall be recognized by the South Carolina Association of TSA shall be: Active, Associate, Alumni, Professional, Honorary/Honorary Life Member.
Section 4 Active members shall be students who are presently enrolled in technology programs, or students who are homeschooled or attend virtual school and are active members of a TSA program nearest them. An active member shall pay dues as established to hold a state office, to participate in state competitive events or projects, to serve as a voting delegate, or to otherwise represent their association as may be approved by their association.
Section 5 Associate members shall be students who are enrolled in related fields of instruction with emphasis in industrial technology, or who have been previously enrolled in industrial technology programs. An associate member shall pay dues as established by the South Carolina Association of TSA. Associate members shall not have the right to vote or hold office.
Section 6 Alumni members shall consist of those individuals who have completed an industrial technology program, (have been former active or associate TSA members) and who have graduated from or left school. Alumni members shall not have the right to vote or hold office.
Section 7 Professional members are those persons engaged in education, business, and industry who have an interest in TSA and in the welfare of industrial technology education. Professional members shall not have the right to vote or hold office.
Section 8 Honorary/Honorary Life Members may be individuals who have made or are making contributions to the advancement of industrial technology as may be approved by the State TSA executive committee, and shall be exempt from annual dues.
Section 9 The membership shall be September I to August 31.
ARTICLE V VOTING
Section 1 Members of the South Carolina Association of TSA will exercise their voting privileges through voting delegates at the annual meeting of the South Carolina TSA.
Section 2 Each chartered local Chapter will be entitled to one vote for each state officer represented (maximum six), plus two additional votes for each chapter in the state association.
Section 3 If a candidate is unopposed and does not receive the majority of the vote from the Voting Delegates Present, they will not be elected. A Special Election is then held with the other remaining unelected candidates.
ARTICLE VI MEETINGS
Section 1 A State TSA Conference shall be held each year and this shall serve as the official annual meeting of the South Carolina Association of TSA.
Section 2 The Executive Committee shall designate the time and place of the annual meeting and shall be empowered to call special meetings.
ARTICLE VII STATE OFFICERS
Section 1 Officers of the South Carolina Association of TSA shall consist of President, First Vice President, Second Vice President, Secretary, Treasurer, Sergeant-at-Arms and Reporter.
Section 2 These officers shall be elected by a majority vote of the voting delegates at the annual State TSA Conference.
Section 3 Officers elected at the State TSA Conference will hold office until the close of the next annual meeting. Annual meetings will be held in the spring.
Section 4 If a state officer is elected to National TSA, he/she shall relinquish his/her post at the state level.
Section 5 The office of the Second Vice-President will only be held by a student in 6th, 7th, or 8th grade.
Section 6 A state officer may serve up to two consecutive terms. The following year they are ineligible to serve. After the gap year has been completed, they are then able to serve.
Section 7 Every state officer must have previously been a chapter officer in order to be eligible to be a candidate.
ARTICLE VIII DUES
Section 1 Dues for the State Association shall be paid by each active member of the local chapter in order for the local chapter to become affiliated with the State Association. These dues shall be $25.00 per member.
Section 2 The amount set by the Board of Directors of TSA as national dues shall be set aside from the amount collected as state dues.
Section 3 Each local chapter shall determine the amount of dues to be collected for use by the local chapter.
Section 4 The State Treasurer shall furnish an annual report to each chartered chapter.
ARTICLE IX EMBLEM AND COLORS
Section 1 The emblem of the South Carolina Association of TSA and its colors shall be the same as those adopted by National TSA.
ARTICLE X MOTTO AND CREED
Section 1 The motto and creed of the South Carolina Association of TSA shall be the same as those adopted by National TSA.
ARTICLE XI AMENDMENTS
Section 1 This constitution may be amended by a two-thirds (2/3) vote of approval of an Annual Meeting.
Section 2 Notice of proposed amendments shall be presented to the chartered chapters at least thirty (30) days prior to the Annual Meeting.
Section 3 Participants in every event must receive at least 60 % of the required points for that event in order to place 1st, 2nd, or 3rd.
ARTICLE XII RULES, REGULATIONS, AND BYLAWS
Section 1 Such rules, regulations, and bylaws as are seen necessary for the proper conduct of this organization shall be adopted.
Section 2 No rules, regulations, or bylaws shall be adopted which are contrary to this constitution.
Section 3 In all meetings, Robert's Rules of Order, Newly Revised, shall serve as standard procedure.
